The General Resources Authority (GRA) is the Ras Al Khaimah government entity that supervises security-system approvals, approved service providers and compliance. Hemaya is the security system under which RAK Police set the technical specifications for CCTV and require covered premises to obtain a security certificate. The legal basis is RAK Law No. 3 of 2015 on Technical Systems for Establishments Security, as amended by Law No. 6 of 2021. In January 2025 RAK Police instructed building owners to register or renew Hemaya certification and to use a provider from the GRA-approved list.

What are the main Hemaya requirements?
In practice: obtain the relevant Hemaya certificate, use a provider approved by RAK Police and GRA, keep cameras and recorders operating continuously, display CCTV warning signage, cover entrances, exits and emergency exits with images clear enough to identify people, retain recordings for at least 90 days, restrict access to footage, supply footage to RAK Police when officially requested, and never connect the system to an unlicensed external party or share recordings without approval.
How do I check that an installer is really approved?

What happens if cameras are installed in a prohibited area?
Cameras must not be placed in toilets and bathrooms, bedrooms, changing rooms, treatment rooms, similar private areas or areas designated for women. Under the 2021 amendment, a breach carries a fine of not less than AED 5,000.
Can you take over an approval that has lapsed?
Yes. We audit the existing system, identify where it falls short of the current specification, quote any upgrade needed, update the documentation and re-submit for re-certification.
